DEC AT 21ST THE JOURNEY SO FAR

In the early 60s, the Federal and Regional Governments established industries to break the monopoly enjoyed by foreign Multi-Nationals in the provision of food and essential services to the people.
Also in the early 70s, because of the oil boom, Government owned companies and corporations which were originally established to improve the well-being of the people gradually became bankrupt through of poor management. Most began to find it difficult to satisfy the goals for which they were set up. But since the inception of Development Education Centre (DEC) an NGO in Enugu headed by Chief Cecilia Asogwa, it has put in place effective poverty reduction strategies with a life-span of twenty-one years.
These strategies include those aimed at creative job opportunities for unemployed females in the country, such as DEC Community Health Education provides of free medical services and Adult Literacy Programme up to JSS 3…and DEC ENUGU Micro Finance Bank, which provides loan to businessmen, women, and public servants.
Development Education Centre (DEC) Enugu understands that entrepreneurship is the process of looking at things ways that possible solutions and perceived needs to the problems may evolve. An analysis of these show that the programme and policies of Development Education Centre DEC ENUGU are tied to the mobilization of people, towards achieving innovative and sustainable development, especially those at the grassroot.
This is even more attested to by the DEC’s Democracy and Governance D&G programme,Community Health Education (and mobile free Health care services), Adult Education and Community Development etc, all aimed at working with communities to improve their standard of living. With the establishment of DEC Micro-Finance Bank Ltd, the morale of poor women petty traders, civil servants, businessmen and school leavers who access both short-and-longs term loan of DEC bank in starting their businesses increasing their productivity, is a big booster. Also these subsistence women farmers and traders, now having more money to improve in their businesses have been giving testimonies appealing to DEC to in accordance with its motto (Women Empowerment,Community Development, and Social Justice) - (Helping Women to help themselves).
For the past 21 years of its existence, Development Education Centre (DEC) Enugu has succeeded in exploring ways of expanding community revitalization efforts to include job creation and work- force development initiatives that connect individuals to job opportunities.
One thing that has been paramount in its enable programme is how to apply for loans without collateral in the make of improved credit scores on long-term business success and stability, how to provide business training, net working opportunities and business counselling through conferences, workshops, solidarity groups and learning circle; how to build capacity for rural entrepreneurs to enable them to establish networks and improve their business success by exposure to technology and technological skill. They are also taught to help people (women) to become self-employed, and achieve personal gains as skills and knowledge and to work toward economic self-sufficiency.
Within the past 21 years of Development Education Centre (DEC) Enugu, people of Enugu State and beyond have surely witnessed tremendous socio-economic transformation, especially in the rural areas. Since then, the DEC management team has been committed to a programme of integrated rural development; Democracy and Good Governance, Health and Literacy. Little wonder that DEC’s programme and policies have continued to progress. This score card is a manifestation of the quality and able leadership of Chief Cecilia Asogwa in piloting the affairs of the organization in spite of the global economic recession.DEC Board of Directors and the Management should thus be commended for designing and implementing well-conceived, result-oriented, and pragmatic policies so badly needed for sustainable development. They should continue to evoke all their experiences and acumen.
At 21 DEC’s staff present and past should rejoice and participate in cutting its birthday cake for their contribution towards in building a formidable society by empowering women and youths through DEC integrated, people-oriented programmes.
